Cook County Board of Review Opens First Townships for 2026 Property Tax Appeal Season

WHAT:
The Cook County Board of Review (CCBOR) will officially begin accepting 2026 property tax assessment appeals as the first townships open for filing on Monday, August 3. Property owners in the designated opening townships are encouraged to review their assessments and file an appeal if they believe their assessed value is inaccurate.
The Board provides an independent review of property assessments and offers a free, transparent appeal process for all Cook County taxpayers.
WHERE:
Appeals may be filed online at www.cookcountyboardofreview.com or through attorneys or authorized tax representatives. There is no fee to file an appeal.
In order to better serve all property owners, we are now accepting pre-registration requests for all townships. Pre-registration allows taxpayers to be notified by the Board of Review of the opening and closing filing periods for their respective townships.
The Pre-file period (Non-Attorneys) is now open and allows all filers to submit their appeal before each township officially opens. Please be advised that the Pre-file period will end once the respective township is open.

Property Tax Appeal Season on Monday, July 27
Chicago, IL – Tuesday, July 21, 2026 – The Cook County Board of Review (CCBOR) will officially open the 2026 property tax appeal season on Monday, July 27, providing homeowners, businesses, and property owners across Cook County the opportunity to appeal their property assessments.
Property owners may file an appeal online through the Board of Review’s website at cookcountyboardofreview.com during their township’s designated filing period. Appeals may also be filed by attorneys or tax representatives acting on behalf of property owners. There is never a fee for filing an appeal.
“The Board of Review is committed to providing every property owner with a fair, transparent, and accessible appeal process,” said the Cook County Board of Review Commissioners in a joint statement. “We encourage property owners to review their assessments carefully and file an appeal if they believe their property’s assessed value does not accurately reflect market conditions or contains factual errors.” For tax year 2025, the BOR processed a record 290,533 appeals.
The Board of Review serves as the second level of appeal in the Cook County property tax assessment process, independently reviewing decisions made by the Cook County Assessor’s Office. The Board considers evidence submitted by property owners, including information regarding comparable properties, market value, property characteristics, and other relevant documentation.
The 2026 appeal season follows another year of historically high filing volumes. Tax year 2025 underscored the continued importance of ensuring taxpayers have access to an independent and impartial review of their assessments. The Board of Review provides checks and balances regarding the Assessor’s work.
Throughout the appeal season, the Board will publish township on its website opening and closing dates, filing instructions, educational resources, and answers to frequently asked questions. Property owners are encouraged to monitor the filing calendar closely, as appeals must be submitted before their township’s filing deadline.
The Board of Review also offers a variety of free resources to assist taxpayers, including:

● Information sessions conducted throughout Cook County

Cook County Board of Review Open for Appeals
As Cook County 2nd Installment bills have yet to be mailed, property taxpayers are urged to pre-file appeals with the Cook County Board of Review
In a combined press conference (view below), the Cook County Board of Review Commissioners urged taxpayers not to wait to file an appeal at the Cook County Board of Review. As the mailing date of the 2024 2nd installment bill is yet to be announced, taxpayers should pre-file with the Board of Review so that they don’t miss an opportunity to lower their taxes.
It is important to note that nine townships have already closed for appeals this session and are no longer eligible to pre-file. These include Berwyn, Evanston, Norwood Park, River Forest, Riverside, Rogers Park, Cicero, Oak Park, and Palos.
“Taxpayers need assistance now more than ever with their assessments and relief mechanisms to protect against skyrocketing tax bills,” noted Board of Review District 3 Commissioner Larry R. Rogers, Jr. “We are committed to ensuring the appeals process is efficient and accessible to all property taxpayers”.
In addition, Board of Review Commissioner District 2 Samantha Steele commented, “Now is the time for property owners to take charge and file an appeal with the Board of Review to ensure their property assessment is fair and accurate. My team and I are here to help you file with confidence and make informed decisions.”
Also, Board of Review District 1 Commissioner George Cardenas said, “In 2024, many Chicago property owners received notice from the Cook County Assessor’s Office that the taxable values of their properties dramatically increased. Low-income residential properties as well as small businesses will experience sticker-shock when they open their 2024 tax bills, usually payable within a month of mailing.”
An issue of concern to the Board of Review is that commercial properties and those in upper income neighborhoods have a higher rate of appeals than taxpayers in low-income neighborhoods. For Tax Year 2024, the Board of Review engaged in 160 neighborhood property tax appeal outreaches to better educate taxpayers about property taxes and directly accept appeals from them. This press conference aims to build on those efforts by educating and engaging with taxpayers in areas where appeal activity has traditionally been low.
